Business Formation splits into two permissions on purpose: viewing what is a read-only look at filings and deadlines, and ordering, which spends the organization's money. Most teams keep spending narrow even when they open viewing up widely.
There is no feature toggle to turn on. Business Formation is part of Operations on every plan, including the free trial: anyone with the Companies permission sees Business Filings, and anyone with the Form companies and order filings permission can place an order.

The two Business Formation permissions in Roles and Permissions - both live under Operations > Management.
View
Seeing Business Filings, statuses, and documents needs the Operations > Companies permission - the same one that shows the Companies list. There is no separate "Business Filings - view" leaf.
Order and pay
Starting a new LLC or corporation filing, or buying an add-on like registered agent or an annual report filing, needs the "Form companies and order filings" permission under Operations > Management. It is on by default for the owner and admin roles and off for everyone else.
Everyone else
Grant the ordering permission to a manager or a specific person from Settings > Roles and Permissions, either on the role or as a per-user override.
lightbulbThis mirrors every other money-moving action in Genaya - viewing and spending are gated separately, so an admin can decide exactly who can commit the organization's card to a filing.
